The announcement was made by the Minister in the Prime Minister’s Department (Federal Territories), who emphasized that the initiative is part of the government’s ongoing commitment to reduce bureaucratic red tape and support the local business community.
Streamlining Administrative Processes
Currently, entrepreneurs and business operators in Kuala Lumpur are required to renew their municipal business licenses on an annual basis. The introduction of the multi-year renewal option—allowing for one, two, or three-year renewals—is expected to significantly ease the administrative burden on business owners.
According to the minister, this policy shift will not only save time for business operators but will also allow DBKL to optimize its resources and focus on monitoring compliance and improving municipal services.
Eligibility and Compliance Requirements
While the new policy offers greater flexibility, the minister clarified that the three-year renewal option will not be automatically granted to all applicants. To qualify for the extended renewal period, businesses must meet specific criteria, including:
- Maintaining a clean track record with no unresolved complaints or violations.
- Having no outstanding compounds or arrears with DBKL.
- Strict adherence to safety, health, and environmental guidelines set by the local authority.
Businesses that do not meet these requirements will still be limited to the standard one-year renewal until they rectify their compliance status.

Industry groups and local entrepreneurs have widely welcomed the announcement, noting that longer license validity periods will facilitate better long-term financial planning and operational stability.
